Dallas is a graduate of Berklee College of Music, Boston, MA and holds B.Ed, M.Ed., and Ed.D degrees from the University of British Columbia. Now retired, he was a professional performer and arranger for a number of years and spent more than 20 years as a teacher in the British Columbia public school system. He was a sessional instructor at the University of British Columbia, frequently guest conducting local groups and serving as adjudicator for both traditional and jazz festivals. He is currently the principal clarinet and assistant conductor with the Vancouver Concert Band.

Dallas is married to his school sweetheart, Ardith, and they have a 36-year-old daughter named Nora. They have been greatly assisted by Community Living BC (CLBC), PLAN, and Vela Canada in making financial and other arrangements for Nora. Nora, who has a Microboard, has partially transitioned to independent living and to date is living in her own apartment four days a week.

Dallas has considerable experience working in conflict resolution, as he was one of the liaison personnel in the school system tasked with solving contract disputes between staff and administration. He served as treasurer of the Vancouver Secondary School Teachers union for several years.
