Person Centred Societies Policy and Contracting Framework

A new policy and contracting Framework for Person Centred Societies (this includes Microboards) has been launched and will be implemented throughout 2025 as contracts are renewed. An overview of the Framework will be presented through online modules by Vela Canada and Community Living BC (CLBC) and is an important update for Person Centred Societies (PCS) that receive and manage CLBC funding.


All PCSs, including Microboards, new and existing, should learn about the new Framework before their CLBC contract renews in 2025. This ensures they understand and comply with the updated policy and new Framework when signing their new contract.

The new Framework is designed to provide a clear, consistent approach that benefits everyone involved in managing a PCS. It simplifies how all the partners work together, making it easier to navigate opportunities, responsibilities and expectations.

It defines the funding and contractual relationship CLBC has with some PCSs. The Framework also includes updated contracting templates and funding procedures, a new policy, practice guidance for staff, information and resources for PCSs and monitoring tools and guidance.

Training Module Descriptions & Registration

Vela Canada will be offering online modules throughout the year to educate PCSs about the new Framework. Further reading and resources will be presented during the modules, as well, Vela Canada will be available for questions during each module. 

It is important to attend the modules in the order they are offered, but you do not have to attend them all at once. You are welcome to attend one module now, and another at a later date. 

  • All modules will be delivered by Vela Canada via Zoom. 
  • Vela Canada will be available to answer questions during each module.
  • There are multiple dates and times for each module. You only need to attend each module once.

Module 1 explains CLBC’s Person Centred Societies Policy.

It offers:

  • An introduction to the policy.
  • An overview of the key requirements, and how they work.
  • An outline of available resources for people and their families, Person Centred Societies, Microboards, Board Members, and anyone interested in starting a Person Centred Society (PCS) or Microboard.

This is the first module in a series of three that was developed collaboratively by CLBC and Vela on CLBC’s policy requirements for Person Centred Societies (PCS).

This workshop will provide individuals, families, Person Centred Societies and Microboards, board members, and people interested in forming a Person Centred Society or Microboard with a brief introduction to CLBC’s new Person Centred Societies policy, its key elements, implementation, and the resources available.

Module 2:

Person Centred Societies - Contracts

This is the second module in a series of three that was developed collaboratively by CLBC and Vela on CLBC’s contracts for Person Centred Societies (PCS).

This workshop will provide individuals, families, Person Centred Societies and Microboards, board members, and people interested in forming a Person Centred Society or Microboard with a brief introduction to CLBC’s new Person Centred Societies contract, its key elements, implementation, and the resources available.

This is the third module in a series of three that was developed collaboratively by CLBC and Vela on CLBC’s contracts for Person Centred Societies (PCS).

This workshop will provide individuals, families, Person Centred Societies and Microboards, board members, and people interested in forming a Person Centred Society or Microboard with a brief introduction to how CLBC’s new Person Centred Societies framework supports the delivery of quality services and what Boards can expect when it comes to monitoring visits with their Analysts.

This is the fourth module that was developed collaboratively by CLBC and Vela specifically for Person Centred Societies that deliver shared living services through their contract with CLBC.

This workshop will provide individuals, families, Person Centred Societies and Microboards, board members, and people interested in forming a Person Centred Society or Microboard with a brief introduction to shared living, home share coordination, and the Standards that Person Centred Societies need to be aware of when managing a home share or live in support contract.

Module 5:

Person Centred Societies - Home Sharing Coordination

This is the fifth module that was developed collaboratively by CLBC and Vela specifically for Person Centred Societies that deliver shared living services through their contract with CLBC.

This workshop will provide individuals, families, Person Centred Societies and Microboards, board members, and people interested in forming a Person Centred Society or Microboard with a further introduction to shared living coordination, and the Standards for the Coordination of Home Sharing that Person Centred Societies need to be aware of when managing a home share or live in support contract.
